I laid before the Marquess of Lansdowne your

letter of the 6th instant enclosing an ordinance to

further amend the Raw Opium Ordinance of 1887 which

has been passed by the Legislative Council of Hong-

kong and which has received the Governor's assent.

Lord Lansdowne concurs in Mr. Secretary

Chamberlain's view that there seems no reason for

disallowing this Ordinance.

The original enclosure in your letter is re-

turned herewith.
